Abstract

The National Territorial Planning Strategy (ENOT) is reviewed to identify if it considers the energy dispersion that means the use of clean and renewable energies, especially wind energy and solar energy, to meet the Sustainable Development Goals defined by the United Nations. The ENOT not only does not consider the dispersion that the energy transition implies, nor does it correctly consider the energy potential and limitations of each Rural Urban System. In order to define an adequate policy to the challenges that are already presented, the notions are proposed: territorial energy reserves, regionally available energy, energy region of the settlement and energy capacity of the territory. Energy production must be integrated into territorial planning.
