Abstract
Throughout this research, we have analyzed the interactions that occur between urban mobility and those who are part of vulnerable groups, especially children, people with disabilities and the elderly who live in the community of Ixtulco, Tlaxcala; where urban design problems such as poor condition of infrastructure or even the lack of it occur. Derived from the above, the regulatory framework that is the basis for the construction of public policy is analyzed, as well as the perception of this population group regarding the appropriation of public space. Therefore, the objective is to show the current conditions of the infrastructure, which will be the baseline for generating community activities and actions aimed at influencing the structural causes of the problem based on the corresponding legal instruments. To this end, activities have been developed within a methodology that addresses four areas: the first analyses the socio-territorial characteristics and mobility conditions; the second discusses an epistemological framework; the third evaluates the legal, regulatory and planning instruments; and the last area investigates the different actors in the community. This is supported by quantitative and qualitative analysis using Geographic Information Systems, with the result that the way these vulnerable groups move around has zero accessibility to public space in a comfortable, safe and efficient way and that public policy, despite the discourse, is not inclusive.
